Is there a list of newly lic agents ?

I am only trying to recruit a very small number of agents to sell medicare supplements over the phone providing leads ,software and traning,so do some states department of insurance provide lists or somewhere else Thankyou

Ted is correct. 99% of the time anyone who is going through the training to become a licensed agent, is doing so because they already have an opportunity lined up. However, if you were able to get a "new" agent to come on board with you, they will be like a clean slate, they wont be coming over with all the ideas or habits that might not be a fit for your business.

Hiring an agent from an insurance list is probably the last place I would go. These agents are either being trained as new agents by a company they committed to or they are already licensed to sell with another company. You can trying run an add in the local paper describing who you are looking for and what you want them to sell. The second option is locate a firm that sells lists of insurance agents and start calling them. However you will spend a lot of time and probably be spinning your wheels.

The number 1 best way is grow your own and hire people and train them. If done properly, this also creates loyalty.

First of all, you need to be a successful agent at what you you intend to recruit to. No one will come on board unless they see a successful leader.
